Position Name:- Farm Mechanization Expert

Reports to:- Principal Secretary - Agriculture Department

Essential

- Bachelor's degree (full time) in Mechanical Engineering / Instrumentation Engineering / Agriculture / Agriculture Engineering

- Minimum 10 years of experience in agriculture sector.

OR

- Retired personnel from Government with minimum 10 years of experience in agriculture sector (last held position should not be lower than Joint Secretary or Equivalent level)

OR

- At least 10 years of post-qualification experience in Indian Administrative Service / 15 years of post-qualification experience in State Administrative Service (last held position should not be lower than Joint Secretary or equivalent level) with minimum 3 years of experience in agriculture sector

Preferred

- Less than 70 years of age as on 1st January 2019.

- Experience in planning / implementing / promoting farm mechanization projects / plans / programs

- Experience as Director in Leadership position in institutes like Indian Council for Agriculture Research (ICAR), Farm Machinery Training and Testing Institute Government of India (FMTTI)

- Proven track record of managing / advising / working on farm mechanization projects/initiatives / programs state / central government organizations / bilateral/multilateral organizations (such as Mechanization & Technology Department of the Ministry of Agriculture and Farmers Welfare (Government of India), UNDP, ADB, DFID, World Bank, NABARD etc.)

- PG Diploma (2 years full time) or Master's degree (full time) in Management / Business Administration / Agriculture / Agribusiness / Agriculture Engineering

- Relevant certificate / course in Farm Mechanization / Agriculture Mechanization domain

- Honors / Awards / recognized publications in the relevant area will be an added advantage

Key Accountabilities

Strategizing And Expert Advisory

- Design a strategic plan and roadmap to increase production, productivity and profitability in agriculture by promoting farm mechanization, with relevant stakeholders in the Department (Principal Secretary, Secretaries, etc.) and related functionaries

- Contribute to the Department's work plan related to making agricultural equipment available among farmers at cheaper rates and developing a buy-in for farm mechanization systems and technologies among farmers, through insightful analysis and innovative solutions

- Conduct domain research and provide insights and perspective to ensure incorporation of best practices and latest trends & technologies from across different states and facilitate management decision-making

- Provide guidance to the Department in creating awareness about agricultural equipment and machinery among the end users and other stakeholders

- Provide expert advice to the Department for promoting the technology for primary processing, value addition, low cost scientific storage and transport of agricultural produce to minimize wastage during post harvesting processes

- Support the Department in required process and system reforms to ensure effective implementation of the strategic plan and its continuous monitoring, as required

- Liaise with relevant officials in the Department to develop ideas and plans to address other departmental priorities and undertake strategic and operational planning exercises

- Establish and build partnerships with important and relevant national level bodies and organizations like Mechanization & Technology Department of the Ministry of Agriculture and Farmers Welfare (Government of India), National Bank for Agriculture And Rural Development (NABARD), NITI Aayog etc. and leading private organizations to garner support for promotion of farm mechanization in the State
