Commercial Head (Industrial Chemical/Fertilizer)

- To plan, lead and ensure receipts and maintain inventory of raw materials, fuel, spares and consumables to ensure smooth plant operations.

- To plan, lead and ensure materials procurement in order to meet site strategic and operational objectives, at least meeting the Budget, with in the agreed time frame and cost effective manner (Benchmark).

- To plan, guide and implement Logistics support services, within planned time and budgeted cost, while achieving the Benchmarks.

- To establish the Benchmark maintenance practices, involving all the team members & thereby developing the systems & people, to take up the challenging roles.

Key Accountability :

- Cost effective procurement of materials & services (excluding Ammonia, Natural Gas, Phosphoric Acid), to support the plant Operation, improvement year on year - No plant stoppage & / down time for the want of material, services, spares & consumables

- Procurement of Materials & Services - Rs. 200 crores

- Capex - Rs. 1 Crore

- To lead the establishment of Procurement, Stores & Logistics services and monitoring the effectiveness using IMS & SAP.

- Implement procurement strategy and policies compliant with audit procedures and certified purchasing system processes

- Forecast procurement needs across all facilities

- Monitor macro trends in supplier and contract base and implement plans to react.

- To Increase qualitative vendor base

- Rate contracts/ tendering/ market surveys and data bank of prices for ready reckoning and instant estimations.

- Develops long term relationships with domestic and International suppliers of equipment and spares to be sourced from domestic and International markets at competitive rates; develop new suppliers.

- Coordinates with CHAs for clearance of imported spares and equipment.

- Interacts closely with the plant for scheduling movement of raw materials stored at the port and also for supplies from the vendor's end.

- Negotiates prices with the suppliers keeping in mind the market scenario, budget & strategic needs of the units.

- Files claims with the vendors for shortages and damages.

- Design and conduct of vendor evaluation.

- Reviews resolution of supplier's complaints. Guide team on specific tasks for enhancing vendor satisfaction.

- To authorize the countermeasures suggested & review the effectiveness of counter measures taken for critical/ repetitive problems, using 7 QC tools.

- To lead the team in continual improvements into IMS; working within IMS domain only.

- To lead the team to IT enablement of processes.

- Capex execution within budgetary limits (QCDSEM - Quality, Cost, Delivery, Safety, Environment & Morale)

Logistics & Dispatch function operation to ensure no plant stoppage/ down time for the want of material/ Logistics issue :

- To facilitate effective planning of Raw Material and inventory control.

- To guide logistics function in safe & Environment friendly movement of inbound & out bond materials.

- Making optimum utilization of the resources, for continual enhancement of the Productivity.

Store Inventory Management; Inventory in line with Benchmark Practice :

- Guide & Support on Storage and preservation, in line with the supplier's recommended storage conditions; keeping shelf life in mind.

- Min/ Max, Insurance spares & consumables are clearly defined, with Auto PR/ PO system in place.

- Ensure physical stock and book stock is matching for both Raw material and engineering material; ensure that all materials required in plant for use are issued against issue slip (Move order in SAP) only and the stock is updated on daily basis.

- Timely disposal of Scrap within the DOA frame work; no scrap lying beyond 15 days, against advance payment.

- Coordination with user department on Inventory control of engineering spares & consumables; Inventory within Policy frame work.

Best utilization of R&M :

- To facilitate effective planning of spares and inventory control. Collation of the specification of the spares required, in item codes.

- Vendor development & their evaluation process establishment.

- Capability development for Internal cost estimation for critical items & repair work.

- To guide and improve planning of spare parts availability & Inventory with help of SAP system.

- To Co-ordinate and make guide line for item codes, job order code, min max and other category items etc.

- Making optimum utilization of the resources, for continual enhancement of the Productivity.

EHS And Statutory Compliance :

- Percolating the need of EHSQ at the highest priority in whatever we do.

- To lead the establishment of Benchmark EHS practices in Engineering.

- Compliance to all statutory standards using live IMS documents, e.g. statutory compliances on AN Rule, PESO, disposal of batteries & Hazardous waste etc.

Establishment & sustenance of TQM practices :

- To lead & guide TQM practices (e.g. Problem solving, 5S, Bench-marking etc.) in the dept. with help of Head TQM &/ or Unit Head.

Self and Subordinate Development on a continual basis :

- To identify, plan and facilitate domain and managerial training to the individuals in order to develop the new skills.

- To lead the team in making customized domain training module to provide in-depth knowledge on Commercial function.

Relevant and Total Years of Experience :

- 15 To 20 years of experience in all kind of benchmark maintenance practice of Chemicals/ Fertilizers / Petrochemicals Plant.

- Min 3 years of experience as Deputy Head of the department.

- Current working as Head of Department would be desirable.

Technical/ Functional Expertise :

- Sound Technical Knowledge of Benchmark Commercial functions

- Knowledge of Engineering Standards

- System orientation

- Planning before execution

- Knowledge on applicable statutory requirement.

- Knowledge on IMS.

- Knowledge & use of 7 QC tools is desirable.
