- Our Client :
- Owns, Finances and Operates, Captive Utility-like Assets, Servicing Large-scale Social Public-Private- Partnership (PPP), townships, commercial and industrial projects across South and South East Asia.
- The Strategy adopted by Our client is to develop Strategic Partnerships with developers on a Long-Term, Monopoly Supply basis.
- In line with the Strategy to play a significant role into Housing Infrastructure Sector in India, Our client is planning Strategic Investments to setup its presence and cater to the growing housing needs with increased disposable incomes amongst its target customers.
Context of the Role :
To own the Technical Role of Building and Maintaining Infrastructure, we are looking for a Head of Construction Management, whose broad roles and responsibilities are listed as under :
Job Description Summary :
- The Head CM will be responsible to monitor and support the project delivery teams as well as to provide leadership to the client's business.
- Head CM will be responsible to manage and coordinate large and/or complex real estate projects through all phases of design, permitting and construction. Provides leadership to the project delivery organisation. The position operates with significant independence and minimal supervision as the principal project representative.
- Initially the Head CM will focus on the development of a large township of 1,600 apartments with all necessary infrastructure and in the medium term expand to simultaneously manage 3-5 such large townships that are developed in a phased manner.
- The Head CM will also lead Our client's team that is focused on the investment and management of captive infrastructure for the townships.
Broad Responsibilities :
- Provide leadership to the Client's business and the investee project delivery teams
- Oversee construction projects from conception to completion
- Undertake regular site visits to track and report project schedules and construction progress.
- Review and assess the project in-depth to schedule deliverables and estimate costs
- Prepare internal and external reports pertaining to job status. Communicate on progress and key issues with Our client & investee senior management
- Assess and support all onsite and offsite construction activities to ensure successful completion of the project
- Support and participate in negotiating conditions of performance, drafting contracts and obtaining permits and licences and support in enforcing the same during project delivery
- Be thoroughly familiar with the requirements of the general contract and specific packages thereby identifying changes, conflicts, etc prior to them occurring.
- Analyse, manage and mitigate project risks
- Assess project issues and plan ahead to prevent problems and resolve any emerging ones
- Assess quality construction standards and the use of proper construction techniques
- Review resources on a regular basis to ensure the project has adequate resources.
- Build a - one team- approach with the investee delivery teams
- Mentor, develop and train others within the Client and investee teams
- Provide all the necessary tools, templates and guidelines to the team to ensure standardization and consistency across projects
- Attend periodic management meetings to review project status and direction.
- Advise Project Manager of any mis-direction or inaccuracies when reviewing
- Assess and advise on prioritization, coordination and deployment of project resources
- Establish and maintain relationships with project participants viz. designers, contractors, Consultants, local community, authorities etc.
- Internal and external stakeholder management
- Assist on the management of the procurement process; participate and contribute to the competitive bidding process for major packages
- Review and support on the budgets and the cost reporting procedures for the project
- Ensure that ESG & EHS policies and procedures are enforced
- Ensure that all insurers- requirements are complied with
- Leads and directs, administers, and coordinates the internal operational activities of the client in accordance with policies, goals, and objectives.
- Develop and coordinate the long term captive infrastructure management plan including, operating model, budgets, staffing, contracting, KPIs etc.
- Lead the performance management process that includes setting of KPIs and evaluate progress against goals
- Communicate and engage key internal and external (investee) stakeholders to ensure that the Client's business and investment objectives are met
Candidate Profile :
- Bachelor's degree in Engineering or equivalent experience
- Minimum 12 years- of residential construction / project management experience, of which at east 3 years in leading delivery of large townships / integrated developments
- Experience in an operational leadership role in a fast paced, dynamic and ever changing environment, preferably an early to mid-start- up environment
- Demonstrated leadership in managing other personnel and/or major projects or initiatives
- Experience in contract procurement and management of contractors
- A good eye for detail is necessary, along with the ability to maintain that attention to detail under pressure
- Excellent interpersonal skills and a collaborative management style
- Ability to communicate clearly and effectively both in oral and written form
Team player :
- Maintain close working relationships with all other employees of the business to assist in the facilitation of projects.
- Technical skills in Microsoft Word, Excel, and PowerPoint required
- Demonstrable experience in an EHS focused environment with responsibility for managing EHS.
