Head HSE - Port Projects -Gujrat

REPORTS TO: Terminal Manager

JOB PURPOSE:

- Develop & manage a HSE Policy & Management System, [HSE-MS] which incorporates the Groups minimum requirements & is designed to ensure continued compliance with all relevant HSE Legislation. Implement Shell HSE Control Framework in Company.

- Provide the Terminal, Port and Projects Leadership Team with expert advice on HSE issues required to make sound risk-based business decisions, both short & long term complying with the Groups standards.

- Help Site Management to demonstrate control of personal and process hazards and ensure effective control mechanisms are in place.

- Champion Emergency Response for the site and ensure adequate ER training is provided to all critical responders.

- Play a leading role in ensuring that Company's entire staff & all contractors are committed to Company's HSE Policy, Life Saving Rules, Process Safety, HSE Business Plan Long Term Strategic Objectives & Targets. Implement Hearts & Minds modules to constantly strive for continued improvement in HSE culture.

- Ensure a healthy stakeholder relationship is established & maintained with the local authorities & neighbouring companies.

- Provide the Groups with the required HSE performance data. Timely reporting of incidents, investigations reports, additional safety risks etc.

- Ensure that HGC fulfils all the license to operate conditions. Prepare and submit monthly, quarterly & yearly to the local pollution control authorities on time.

- Prepare and execute & monitor the short term and long term HSE plans and celebrate all Safety Days

DIMENSIONS: Annual Budget- USD 1 million.( HSE )

Staff (direct reports)- Three ( process safety engineer, HSE manager, Project HSE manager)

Principal Accountabilities:

- Provide an independent challenge to on-going high or medium risk activities in the Terminal & Port and keep risks at ALARP. Keep CEO/TM/PM informed of all such high risk deviations.

- Monitor implementation of all procedures and the process of continuous improvement of such procedures which can have possible impact on HSSE performance of the organisation. Ensure transparency is maintained in reporting and investigations of Near Miss and incidents by adequately engaging & challenging thru the process. Demonstrate continuous improvement in HSSE culture in the organisation thru demonstrated behaviour of staff & contractors. Effectively engage with key personnel in the organisation and advise ways on achieving such cultural step-ups.

- Convene weekly site HSE meetings, quarterly steering committee meetings and annual HSE-MS effectiveness meeting with HMT & CEO.

- Develop & role out a HSE Policy & HSE Management System [HSE - MS] covering the Group Policy elements as a minimum & set HSE Objectives which are challenging, understood & accepted by all

- Assist contract holders to finalize a contract HSE management for the contracts before award stage. Ensure such policies are in line with Company policies.

- Participate in HiPo Incident Investigations and provide expertise in root cause analyses. Ensure Fountain Reporting of all near misses, unsafe acts and all incidents. Ensure investigation on critical incidents and near miss.

- Develop mutual aid with neighbouring companies. Conduct emergency drills with local industry. Provide feedback of such sessions to the management & take appropriate corrective actions.

- Ensure Terminal & Port firefighting & emergency response system is in a state of immediate readiness all the time. In case such systems are under maintenance, provide adequate ALARP measures.

- Ensure competency development of HSE coordinators, Process Safety Engineer & other staff reporting to the position and set challenging targets and also assist identifying a proper IDP for each position

- To ensure the HSE related legal compliances for Company Group of companies.

- To ensure the Terminals HSE - MS keep abreast with all HSE developments, e.g. changing/more stringent International or Local HSE requirements & Technological improvements in HSE Management and Shell Control Framework.

- Assist closing of HSE Competency gaps of staff and/or contractors by providing necessary induction, training on personnel, health & process safety. Coach Line Management, Supervision & Contractor Management in the application of their formal responsibility for HSE issues

- Develop & manage the HSE Budget

- Deliver expert HSE advise to the internal customers - like Operations, Engineering, Projects, C&P, HR, Port and Terminal/Port Manager & CEO.

- To perform defined HSE critical tasks.

- Ensure assurance process and audits as per long term HSSE plan.

- Develop yearly HSSE plan and KPIs aligning to CF requirements and latest safety guidelines and ensure compliances. Prepare three yearly HSSE strategic plan.

Key Challenges:

- Contractor management process and competency of contractors/employees for HSSE critical activities.

- Integration of various business leaders and HSSE managers with time bound deliveries

- Ensuring Goal zero in a very challenging operating unit and enhance work culture through safety behavioural improvements.

Job Knowledge, Skills & Experience:

Essential Requirements:

- Bachelor degree in Chemical or Mechanical Engineering

- Diploma in Industrial Safety recognized by the state government or equivalent.

- A proven track record of at least 15 years- experience in a capacity of Operations and HSE of a large Refinery/Petrochemical Complex or other Oil & Gas facility.

Desirable Attributes:

- Experience in establishing an integrated HSE Management System in an organization.

- Ability to set & achieve challenging HSE Targets with minimum supervision. Experience in setting KPIs and effectively monitor performance

- To be fluent in the local language (Hindi & Gujarati preferable)
