Manager - Electrical Control & Instrumentation (16-27 yrs)
- Lead site EC&I Engineering strategy and projects.
- Responsible for EC&I regulatory and statutory compliance for site.
- Senior Authorised Person (SEAP) for the site for Electrical installations.
- Setting E,I&C standards for site (NESt).
- Appointment and verification of suitability of 3rd party service providers designing or working upon site electrical systems.
- Line management responsibility for the ECI Team which include delegation of work and projects and employee relation activities
- Evaluating resource requirements for statutory compliance, maintenance and project support and deliver and maintain data driven justification for direct employees and contracted personnel numbers.
- Arranging training and opportunities to maintain and develop the teams core competencies in collaboration with the Head of Engineering.
- PCA signatory.
- Maintaining and improving the out-of-hours support system.
- Developing and integrating the team.
Key Dimensions/ responsibility under regulations-
- Key accountable person for the site with respect to statutory, regulatory and compliance.
- Developing & directing HV & LV maintenance strategies for the site.
- Appointment and verification of suitability of 3rd party service providers designing or working upon our electrical systems.
- Compliance of the Electrical, Instrumentation & Control function with regard to design and installation of equipment, protection devices and earthing
- Development, audit and review of E I&C standards for the Norwich Site.
- Day to day control of electrical, control equipment and instrumentation maintenance
(low and high voltages) to national standards, by competent persons.
- Design, commissioning & establishment of suitable maintenance regimes for EI&C equipment including specifically safety critical elements of this.
- Delivery of Functional safety requirements and leadership in terms of cyber security.
- Competence & training of key staff and assessment of contractor support staff.
- Development and review of Engineering Standards over defined area of responsibilities.
- Lead a team of E,I&C Engineers typically 4-6 engineers.
- Competence & training of key staff and assessment of contractor support staff.
Role Holder Requirements:
- Degree level in Electrical, Electronic or Control Engineering,
- Functional Safety Engineer or Professional to 61511
- Compex certified Engineer to Ex 12 & 12A
- O/T Functional Safety Certified Professional (FSCP)
- IT/OT - Cyber Security Risk Management (Certified)
- BS7671 19th Edition
- Management qualification such as ILM Level 5 or above
- Specific qualification and experience managing upper tier COMAH site
- Membership or recognition by a relevant nationally recognised body such as TUV, IET or ICE.
Knowledge and understanding:
- Leadership, or with desire and clear potential for leadership
- Working knowledge and competency of LOPA, HAZOP, SIS, SIL, SIF, SRS systems and their assessments
- Experience is required working under the Electricity at Work Regulations in an industrial environment.
- Competency of Nucleonic level control system and their management and hold the Senior Radionics Protection Supervisor (SRPS) role for the site.
- Understanding of COMAH, DSEAR, COMpEX, PUWER
- Knowledge of engineering equipment and tooling.
- BCL site knowledge
- Working knowledge of instrumentation
- Working Knowledge of PLC and control systems
- Working Knowledge of Compex
- Working Knowledge of ATEX
- Working knowledge Nucleonic devices
- Working Knowledge of LV & HV systems
