Project Engineer - CAPEX Projects (5-10 yrs)
A government entity in Abu Dhabi is looking to hire a 'Project Engineer' for the following purpose :
- Development of work package scopes of work, specifications and drawings
- Managing the production of engineering deliverables to achieve the project schedule
- Resolution of technical issues during project execution
- Verifying and validating that the constructed assets meet the required quality
Role Responsibilities :
Core responsibilities below are applicable for the CAPEX projects assigned in accordance with the - Programme Management Gateway Process- :
- Gate 1-2 - Optioneering Analysis- Phase
- Responsibilities include the provision of project engineering input when requested into the development of potential options for projects and the development of cost & schedule estimates.
- Gate 2-3 - Obtaining Project Approval to Proceed - Phase
- Responsibilities including the provision of project engineering input when requested into the development of tender documentation to solicit market pricing for projects prior to receiving full project approval. Specifically, the Project Engineer is individually responsible for the following :
- Developing scopes of work (including specifications & drawings) in accordance with the summary Project Execution Plan
- Supporting the development of the balance tender documents (Form of tender, key dates milestones, technical evaluation criteria)
- Participating in the technical evaluation of bidders
- Gate 3-4 - Handover to Execution - Phase
- Responsibilities include attending handover meetings between Emerging Scope and Execution teams to ensure the smooth transition of projects into the subsequent project phase following approval of the project to proceed.
- Gate 4-5 - Pre-Construction Activities- Phase
- Responsibilities include the provision of project engineering input and deliverables for all activities necessary to commence construction of the assets. Specifically, the Project Engineer is responsible for the following:
- Reviewing and ensuring full understanding of the requirements of the Project Execution Plan and the Emerging Scope handover files.
- Attending the project kick off meeting
- Developing the design development plan and design interfaces
- Coordinating with the other functions within the project team to ensure deliverables developed are aligned
- Preparing scopes of work, specifications, and drawings for all work packages to ensure all functional and asset quality parameters are incorporated
- Attending page turn reviews for all work packages
- Supporting Project Management during the tender period (e.g. responding to bidder queries, revising engineering deliverables, etc)
- Participating in technical evaluations
- Managing the progress of design deliverables to enable the commencement of construction.
- Gate 5-6 - Construction Execution- Phase
- Responsibilities include active participation in the management of the project for compliance with the approved Project Execution Plan and key design parameters for all activities necessary to achieve the construction completion and taking over of all project assets. Specifically, the Project Engineer is individually responsible for the following:
- Management of all engineering / technical issues arising during the execution of the project
- Ensuring that design development meets the overall requirements of the project in terms of quality, schedule and cost
- Attending periodic progress review meetings both internally and with the contractor(s) and consultant(s) to ensure project and work package engineering requirements are being achieved.
- Participating in inspection walkdowns of assets nearing construction completion to ensure the assets are in accordance with the engineering requirements
- Monthly assessment of engineering deliverables status
- Providing data & input into the monthly project report
- Gate 6-7 - Asset Handover- Phase - Responsibilities include participating in all asset handover review meetings to achieve the completion of the handover of the final asset constructed under the project. Specifically, the Project Engineer is responsible for:
- Receiving, reviewing and ensuring accuracy of as-built drawings
- Gate 7-8 - Project Closeout- Phase - Responsibilities include the timely close out of all engineering deliverables for the Project. Specifically, the Project Engineer is responsible for:
- Participating in periodic project close out meetings with the project team to ensure all closeout activities are progressing in a timely manner
- Closing out any residual engineering documentation not closed during previous phases
- Identifying any updates to engineering standards and engineering lessons learned based on the project execution
- Ensuring archiving of all engineering files for the project.
People Management Responsibilites :
- None
Strategic Responsibilities :
- Ensuring full stakeholder and authority engagement to ensure compliance with requirements and to facilitate production of cost effective, constructible designs which do not compromise the obtaining of approvals, NOC's for the projects assigned.
- Driving a value engineering process to ensure optimization of design to reduce cost and schedule while maintaining quality to support the lowest Total Installed Cost and earliest realization of revenues from the built assets for the projects assigned.
Qualifications/Experience/Competencies :
- Minimum Bachelor Degree in related field (e.g. Civil Engineering, Marine Engineering, etc)
- Fluent in English. Arabic (Not required but could be advantageous)
- Relevant work experience of 5+ years
- Working within an engineering team on the design development of construction projects either as a client or as a contractor, with specific experience in the process of developing scopes and concept designs.
