Purchase Manager (15-20 yrs)
The basic function of the Purchasing Manager is to procure, expedite and schedule deliveries of materials and services to the project site
Strategy :
- Responsible for and plans, organises and manages the procurement process for all projects. Ensures that the procurement process is in adherence to company and client requirements, company policies and procedures to ensure successful delivery of project requirements.
- Develop and implement new purchasing strategies to deliver ongoing cost reductions and process simplification.
- Develop and maintain a commercially sound subcontractors and suppliers base for the improve pricing and quality of work, survey the market for new supply sources including non-traditional ones and maintain Project Approved Vendor List. Also evaluate vendor performance on continuous basis.
- Leverage technology, safety measures, and information sharing to increase productivity and profitability
- Ensuring awareness and company compliance to all building codes and local construction guidelines
Operations :
- Maintain and implement construction Performa / budget for each project.
- Negotiate pricing contracts with subcontractors and suppliers.
- Create scopes of work
- Issue purchase orders for procurement and expedition of materials and equipments.
- Maintain relationship and database of subcontractors and supplier.
- Ensure compliance to project budgets and provide analysis of deviations.
- Ensure accurate take-offs to ensure budgets are accurate.
- Checking random audit for stores inventory.
- Assist in settling invoice or contract disputes.
- Forecast upcoming demand
- Manage materials/equipment inventory.
- Maintain subcontractor and supplier insurance policies.
- Research new materials for design and cost savings
People :
- Develop the next line of leadership as deemed necessary from time to time
- Maintain the relationship with other departments

Responsible :
- Plans, organises and manages the procurement process for all projects Develop strategies for cost reductions and process simplification. Maintaining relationship with sub-contractors & suppliers. Provide project procurement reports as necessary. Provide support to project cost controls in procurement related activities

- Follow the compliance & local & state construction guidelines Monitor and review market conditions and price & delivery trends for Project materials and equipment's. Effective purchasing of Project requirements Project Procurement Plan and Execution Strategy for Projects

- All contracting matters pertaining to procurement's and project. All new supplier and sub-contractor sign-up

- Any deviations on the proposed budgetary inflows and outflows Key people related decisions / deviations

Desired Candidate Profile :
- Set-ups of a Functional Procurement Team/Department, establishing work-flows, operating procedures, developing guidelines, establishing job descriptions for the team members
- Effective negotiation and coaching skills.
- Able to work fast under pressure and willing to make tough decisions
