- IIHS is supporting the Govt. of Tamil Nadu, and is the lead agency for implementation of the TNUSSP.
About the TNUSSP :
- The Dept. of Municipal Administration and Water Supply, Government of Tamil Nadu Municipal (MAWS, GoTN) aims at scaling up access to safe and sustainable sanitation to all its urban areas in the next five years.
- Tamil Nadu will be poised to becoming a fully sanitized and healthy state, substantially eliminating open defecation, achieving improvements through the entire sanitation value chain, safely disposing an increasing proportion of its human excreta, and re-using/ recovering resources therefrom.
- The Bill and Melinda Gates Foundation (BMGF) is supporting GoTN to achieve the Sanitation Mission of Tamil Nadu.
- This support shall enable the GoTN in investing resources towards innovative solutions to achieve mission goals.
- A Technical Support Unit (TSU) will be set up to be the comprehensive technical arm for the MAWS-GoTN, and will assist in implementation of state-level and city-level initiatives, based on agreed parameters.

Job Description :
The Practice Team is responsible for providing cutting-edge and integrated solutions to India's urban development challenges by bringing together faculty and experts across diverse domains of knowledge and practice; exposing learners to real-life problems and integrating the practice into academics and research.
This is a full time position, in the Practice Team at IIHS based out of Chennai. As part of the Engineering and Planning team for TNUSSP, the Senior Specialist will be responsible for the provision of technical and implementation support. The deliverables of this component include:
- Identification, assessment and design of urban sanitation solutions and innovations pertaining especially to septage management / Fecal Sludge Management;
- Support ULBs and State Government and anchor the preparation of City Sanitation Plans and programs, and Detailed Project Reports for sanitation solutions;
- Adaptation and testing of toolkits for planning, and benchmarking performance of sanitation systems;
- Preparation of City Sanitation and Investment Plan including Septage/FSM;
- Preparation of Projects and DPRs in two urban locations, and in other urban areas of the State as needed.
Activities and Tasks :
Your responsibilities shall include, but not be limited to, the following :
- Carrying out all activities for the achievement of results in the Engineering and Planning components;
- Contributing to the design, data collection and analysis of baseline and engineering studies;
- Undertaking review of existing tools and methods of planning and benchmarking/assessment of urban sanitation innovations and solutions, especially pertaining to Septage Management/ Fecal Sludge Management;
- Providing engineering support to the GoTN and ULBs for planning and monitoring plans and projects for urban sanitation;
- Providing implementation review support to ULBs in pilot projects and other scheme implementation being carried out by them;
- Developing and implementing actions plans for strengthening of ULBs in urban sanitation, and deliver training programs as needed, in coordination with the Capacity Building team;
- Providing support for the design, feasibility and implementation of pilot demonstration projects;
- Engaging with Government of Tamil Nadu, clients, partners, communities, institutions, and other stakeholders for TNUSSP at the state and city level;
- Teaching and/or assist in teaching relevant courses in IIHS' Academic and Executive Education Programmes;
- Providing support to other IIHS activities including, academics, research, operations and other activities,
- Participating in all activities of Institution-building at IIHS; carrying out tasks as assigned by IIHS; and travel on IIHS work within or outside the country as needed.

Structure and Reporting :
The Senior Specialist - Engineering and Planning will report to the Team Leader, TNUSSP. The TNUSSP team reports to the Chief - Practice, IIHS.
Person Specification :
- The candidate is required to possess a professional degree in Environmental / Civil Engineering and/or Urban Planning. In addition, she/he is expected to possess 8-15 years of relevant experience.
- Prior experience in urban development and sector assessment / pre-feasibility studies / implementation of projects under environmental services is mandatory.
- The candidate should have a demonstrable track record of having worked in Urban Development projects. She or He should also have experience of working in multi-disciplinary teams, good people management skills, and significant competency in project management and IT skills.
- Candidates should also have prior experience of working with government. Preference will be given to candidates with Tamil language skills, and work experience in Tamil Nadu.
Location :
The position is based in Chennai, with frequent travelling to other locations in Tamil Nadu.
Review and Assessment :
The role and performance of the candidate shall be subject to normal review and assessment systems at IIHS.
