Technical Manager - Civil/Agriculture Engineering (5-8 yrs)

2. Organization Background :
A respected, non-profit, and client of Strategic Alliance Management Services P Ltd. (SAMS), Transform Rural India Foundation (TRIF) wishes to recruit a Manager (Technical), transform Irrigation landscape in the state of Jharkhand, through proactive engagement with government institutions, private agencies, community institutions, public representatives and media.
Transform Rural India Foundation (TRIF) is a civil society initiative to bring about a paradigm change in the key indicators of rural life. TRIF is triggering a planned time bound multi-stakeholder effort to accelerate national aspiration for the rural poor in India to live a life of dignity. This collaborative platform seeks to converge geography and thematic sector overlays around prosperity, health & nutrition, education, safe drinking water, sanitation, gender justice. The platform has partnerships with state governments, corporate, civil society groups and thematic resource organisations and all actors interested in transforming rural India. TRIF tasks itself with freeing poorest villages in east-central India from stagnation, indifference and isolation, facilitating conditions for communities to take control of their destinies. The initiative has been conceptualized the Tata Trusts and is backed by a number of leading philanthropic agencies.
TRIF has signed an MOU with Jharkhand State Livelihood Promotion Society (JSLPS), an autonomous body under the aegis of Department of Rural Development, Government of Jharkhand, to take-up large scale implementation of community managed micro irrigation schemes in select backward blocks of the state. Under this MoU, TRIF has set-up a State Irrigation Execution Cell (SIEC) embedded within JSLPS.

3. Job description/ Responsibilities :
The Manager (Technical) shall be a key member of the SIEC and address all technical issues arising with the different irrigation schemes being implemented (approximately 1000 spread across six-seven Blocks), in coordination with the Block Teams that have been especially constituted for the implementation of community-managed irrigation schemes.
TRIF is looking for an outstanding development professional, with in-depth knowledge and relevant work experience in irrigation and prior exposure to multi stakeholder engagement. The position requires an IT-savvy candidate who is interested to be a part of a large-scale poverty reduction initiative, aimed at making a lasting difference to our society.
Key Job Responsibilities :
(A) Irrigation Site Identification, Feasibility Study, Scheme Design and Cost Estimation:
(1) Conduct technical survey, technical design and cost estimation, as per agreed terms and conditions, considering various site identification and feasibility norms (technical, social, market, etc.), in consultation with concerned state actors;
(2) Scout, validate and integrate latest technological options available, in scheme feasibility, design, costing etc. with a view to ensuring greater automation.
(B) Training, Guiding & Monitoring Block-level Teams:
(1) Develop training modules including identification, feasibility study, technical survey, design and cost estimation of irrigation scheme;
(2) Roll-out training programme for Block Teams;
(3) Set-up and streamline systems for smooth data flows between Block Teams and SIEC;
(4) Measure data consistency and accuracy and provide timely feedback.
(C) Automation :
(1) Check, validate and provide feedback on all information (especially technical), collected in respect of potential irrigation sites;
(2) Ensure timely data entry in irrigation software and avoid delays in the generation of detailed project reports (DPRs);
(3) Prepare weekly status reports for sites identified, surveyed, ensuring data entry into irrigation software;
(4) Coordinate with software developer and fix any malfunctioning, delay and/or error in data entry.
(D) Support & Monitoring in Project Implementation :
(1) Community:
(a) Develop training modules on technical features viz. location of:
(i) Pump house
(ii) Intake well
(iii) Outlets, and quality assessment of all materials and supplies;
(b) Ensure support mechanisms for the construction of civil works by the community;
(2) Block Teams :
(a) Facilitate Block teams to plan and adhere to timelines for undertaking multiple field activities leading to the steady identification of feasible sites, on a weekly/fortnightly basis;
(b) Develop systems to collect, manage and share information between the Block Teams and SIEC for scheme implementation and quality aspects.
(3) Vendors:
(a) Ensure timely supply of equipment and accessories by vendors, as per tender terms;
(b) Coordinate between Block Teams and vendors for on-time installation and start-up.
(E) Project Closure and Post-Installation Operations and Maintenance by Water Usage System
(1) Community :
(a) Develop standard procedures and templates to collect quantitative and qualitative data for all material supplies, civil construction and functioning of schemes, as per design and estimates;
(b) Facilitate norm-setting through participative processes for the proper utilisation of irrigation asset (viz. crop selection, sowing time, water charges fixation, collection periodicity and utilisation etc.);
-(2) Block Teams:
Ensure participation of Block Teams in scheme closure and the receipt of scheme documents generated by the community, within specified times;
(3) Vendors:
Coordinate with vendors and ensure speedy redressal of complaints, if any, relating to scheme implementation and initial trials.
(F) Other Tasks:
(1) Participate as a training resource for various technical capacity building sessions conducted by Block Teams;
(2) Assist State Unit/ SIEC with the generation of weekly status update reports, as necessary for discussion with State Officials;
(3) Generate and submit timely requisitions for part-time consultants to the Lead for State Cell and assist with the identification of appropriate consultants;
(4) Regularly visit the intervention blocks and site locations to monitor progress and provide support to the Block Teams;
(5) Any other task assigned, to make the project successful.
4. Qualifications, Experience And Competencies :
Qualification :
The applicant should be a Bachelors- / Masters- in Civil/ Agriculture Engineering from a reputed institute.
Experience :
(1) Applicants must have five years of experience, preferably in the social sector with focus on issues related to rural engineering;
Exceptionally talented candidates with three years- experience may also be considered;
(2) Demonstrated passion for community work is desirable;
(3) Applicants must have demonstrated experience of project implementation in a time- bound manner, managing multi stakeholders, quality assurance and having worked on web-based applications.
Skills and Attributes :
(1) Ability to work independently to structure complex problems, develop hypotheses and support recommendations with data/ analysis;
(2) Strong management and problem-solving capabilities;
(3) Exceptional communication skills, both spoken and written;
(4) Comfortable travelling to rural/ remote locations;
(5) Demonstrated interest in the development sector.
5. Compensation Offered :
Gross compensation for the position is attractive. The offer made to the selected candidate shall be commensurate with qualification, experience and salary history.
